A swift Google search and a ramble through Wikipedia go some way to unravelling this fashionista flummox. It seems that in the days of yore the cowl started out as a hooded garment worn by monks and nuns; whilst the snood was, and still is, a type of European female head gear / hair net thing.
How then have we come to know other neckline garments as Snoods? Well, in a truely magical etymological way, todays fashion industry has presumed to combine the words 'scarf' and 'hood' to describe tubular garments that can be ruffled around the neck and or pulled up over the head to give added protection against the elements; especially chilly / windy elements.
I suppose todays Snood is more like the original cowl; but then there is the infinity scarf that can be made to look like a snood, or was it a cowl! (Holds head in hands!) The infinity or circular scarf is not a tube. It is more like a tyre and it can be a Formula 1 type of wide tyre or a regular skinny cycle tyre. Either way these are made just long enough so that they can be doubled up around your neck to make a real snuggly fit. Now, if you make the width of the inf ..... (nods off into deep sleep ZZzzzz).
